Review of the National Women’s Alliances Operating Framework

An independent review of the National Women’s Alliances has found that the Alliance model is effective and recommends a range of improvements to strengthen the Alliances’ relationships with each other, with government and with the many and diverse women of Australia.

KPMG was engaged to conduct a review of the National Women’s Alliances model (the Alliance model). There were several key areas of focus, including:

  • assessing the coherence of the Alliance model and its stated and achieved strategies, outputs, and desired and achieved outcomes
  • assessing whether the Alliance model is functioning as intended on the ground
  • assessing the alignment of the Alliance model with the Australian Government’s priorities
  • assessing the future of the Alliance model
  • identifying alternative models for representing sectoral concerns to government.

The review drew on information from several sources, including:

  • analysis of Alliance funding agreements, work plans and progress reports
  • desktop research
  • consultations with staff from the Office for Women (OfW), Alliance Chairs and staff, contacts nominated by the Alliances and stakeholders nominated by the Department of Prime Minister and Cabinet (PM&C)
  • a stakeholder survey, distributed to all Alliance members by the Chairs of each Alliance.
