Better Practice Guide
In conjunction with the Cabinet Implementation Unit, the Australian National Audit Office has produced “Implementation Matters”, a Better Practice Guide to the Implementation of Programme and Policy initiatives.
The guide is intended for public sector chief executives and senior officers responsible for overseeing the implementation of policy initiatives. The focus is on overarching principles for effective implementation, drawing on the experience of agencies to date, as well as lessons from overseas. The aim is to assist senior executives obtain assurance that appropriate approaches and methodologies are being followed.
The guide covers such matters as the consideration of implementation risks and practicalities during policy development; risk management; governance; implementation planning; procurement and contract management; stakeholder management; resources; communication; and monitoring and review.
For each area considered, the guide presents some key questions that would help chief executives gain confidence about the management of the particular issue for consideration. The guide then expands on these matters to help senior responsible officers provide assurance that implementation challenges are being adequately addressed.Top
Community of Practice
The Cabinet Implementation Unit supports an Implementation Community of Practice for Australian Government officials. Our community of practice:
- supports information sharing across departments and agencies, especially where knowledge and organisational commitment in many cases is still developing;
- provides access for public servants to implementation, risk and project management expertise across government;
- helps people do their jobs more effectively by improving understanding of better practice and innovation in their field.
This community of practice comprises an informal group of officers across all types of APS departments and agencies. It is a regular forum for presentations, case studies and discussions. The agenda is largely developed by the participants themselves, and the CIU organises the meetings and arranges speakers, roughly every two months.
